Drug policy feels very unsettled right now. The war on drugs was a failure. But so far, the war on the war on drugs hasn’t entirely been a success, either. But then there was a surge in overdoses and public backlash over open-air drug use. And last month, Oregon’s governor signed a law restoring criminal penalties for drug possession, ending that short-lived experiment.

Washington CNN —US home-price growth accelerated in February at the fastest annual pace since November 2022, a sign that America’s housing market remains tough amid elevated mortgage rates. Of the 20 cities, San Diego saw the biggest increase in home prices in February, a steep 11.4% rise, followed by Chicago and Detroit. America’s housing market began to recover in the beginning the year as home sales surged from decades-lows in the fall and homebuilders began to feel to more upbeat about the economy. Mortgage rates have followed suit, since they track the 10-year yield. Economists don’t expect mortgage rates to drop meaningfully this year, and they could continue to climb if inflation remains stuck.

Strong demand and tight supply continue to push home values higher, even though mortgage rates are now moving higher again. "For the third consecutive month, all cities reported increases in annual prices, with four currently at all-time highs: San Diego, Los Angeles, Washington, D.C., and New York." The second decline followed the peak in average mortgage rates last October," he added. This index records prices on a three-month moving average, so they go back as far as December, when mortgage rates hit their recent lows. Since that time, however, mortgage rates have jumped nearly a full percentage point.

Barred owls have also emerged as a threat to the California spotted owl, a closely related subspecies in the Sierra Nevada and the mountains of coastal and Southern California. In the wilds of British Columbia, the northern spotted owl has vanished; only one, a female, remains. If the trend continues, the northern spotted owl could become the first owl subspecies in the United States to go extinct. In a last-ditch effort to rescue the northern spotted owl from oblivion and protect the California spotted owl population, the U.S. Fish and Wildlife Service has proposed culling a staggering number of barred owls across a swath of 11 to 14 million acres in Washington, Oregon and Northern California, where barred owls — which the agency regards as invasive — are encroaching.

Municipal governments across the United States are looking to rein in spending as pandemic-era stimulus dries up and inflation lingers for longer than expected. The group issued a AA investment grade general obligation bond rating for New York City in March 2024. The financial challenges within cities appear to be mounting despite high municipal credit ratings and robust demand for urban commodities like housing. "I think we can all agree that we're broke," said Houston Mayor John Whitmire in a March 2024 City Council budget hearing. FTC bans employers from using noncompete clauses
  + stars: | 2024-04-23 | by ( Jeanne Sahadi | ) edition.cnn.com   time to read: +5 min
New York CNN —The Federal Trade Commission on Tuesday voted to ban for-profit US employers from making employees sign agreements with noncompete clauses. And – with one exception – it makes currently existing noncompete agreements unenforceable after the rule’s effective date, which is set at 120 days from the rule’s publication in the Federal Register. The rule, however, does allow currently existing noncompete agreements for senior executives to remain in force. The ban would apply nationwide, overriding state laws regarding noncompete agreements. In December of last year, New York State Governor Kathleen Hochul vetoed a bill passed by the state legislature to completely ban noncompete agreements in that state.
